I. Title:  Pre-application for a Biomedical Technology Research Center (X02)

Executive Summary.
Purpose: This FOA issued by the National Center for Research Resources, National Institutes of Health encourages pre-applications for national Biomedical Technology Research Centers (BTRCs).  These Centers conduct research and development on new technology and new/improved instruments driven by the needs of basic, translational, and clinical researchers.  The BTRCs are charged to make their technologies available, to train members of the research community in the use of the technologies, and to disseminate both the technologies and the Center’s experimental results broadly.  A detailed description of the required components of a BTRC can be found in http://grants.nih.gov/grants/guide/pa-files/PAR-10-225.html.  Pre-applications are the first step in order to submit a full BTRC application for a new Center.  Existing Centers are not required to submit a pre-application.  No formal awards will be made under this announcement.

Mechanism of Support: This FOA will utilize the X02 grant mechanism and runs in parallel with an FOA of similar scientific scope, http://grants.nih.gov/grants/guide/pa-files/PAR-10-225.html, that describes full applications under the P41 mechanism.  Submitting an X02 pre-application is the first step when submitting a new BTRC application using the P41 mechanism.  Applicants must read both FOAs.

Funds Available and Anticipated Number of Awards: No awards will be made in response to this FOA.  Authors of Pre-applications  under this FOA that are found meritorious and programmatically relevant will be notified of the opportunity to submit a full application for a new http://grants.nih.gov/grants/guide/pa-files/PAR-10-225.html.

Application Research Strategy Length: The X02 Research Strategy section may not exceed 12 pages, including tables, graphs, figures, diagrams, and charts.

Eligible Project Directors/Principal Investigators (PDs/PIs): Individuals with the skills, knowledge, and resources necessary to carry out the proposed research are invited to work with their institution/organization to develop an application for support. Individuals from underrepresented racial and ethnic groups as well as individuals with disabilities are always encouraged to apply for NIH support.

Number of PDs/PIs: Multiple PDs/PIs are not allowed.

Number of Applications: Applicants may submit more than one pre-application, provided that each application is scientifically distinct.

The National Center for Research Resources (NCRR) uses the P41 mechanism to support Biomedical Technology Research Centers (BTRCs) in a variety of areas of biomedical science. BTRCs create critical, often unique, technologies and methods at the forefront of their respective fields, and apply them to a broad range of basic, translational, and clinical research. They also promote the broadest possible use of those technologies through training and dissemination activities. BTRC applications are complex, typically requiring significant investment of time to prepare and review and this pre-application process is meant to minimize the burden on both the applicant and reviewer communities. Subsequent notification of the opportunity to submit a P41 application is based on both the critiques of the peer reviewers of the potential BTRC as well as programmatic considerations such as the number of BTRCs working in similar areas. Funds Available and Anticipated Number of Awards: Because the nature and scope of the proposed research will vary from application to application, it is anticipated that the size and duration of each award will also vary. The total amount awarded and the number of awards will depend upon the mechanism numbers, quality, duration, and costs of the applications received. 

Budget and Project Period:  Direct costs are expected to be approximately $700,000 per year. Support may be requested for up to five years.

Application Research Strategy Length: This application will include multiple Research Strategy sections. Do not exceed the stated page limits of 12 page Overview; 30 pages for Research Strategy of each Technology Research & Development Project; 6 pages for Infrastructure projects; 6 pages for Driving Biomedical projects; 30 pages for Collaboration and Service section, 6 pages each for Training, Dissemination, and Administration sections.

Resubmissions: Applicants may submit a resubmission application, but such application must include an Introduction addressing the previous peer review critique (Summary Statement). See new NIH policy on resubmission (amended) applications (NOT-OD-09-003, NOT-OD-09-016).

Renewals: Applicants may submit a renewal application.
 
Special Instructions
A budget ceiling of $700,000 per year in direct cost, excluding equipment cost, and a budget ceiling of $500,000 in equipment for the duration of the requested project are placed on BTRC grants (<http://grants.nih.gov/grants/guide/notice-files/not99-052.html>http://grants.nih.gov/grants/guide/notice-files/not99-052.html). Waivers to these ceilings may be requested. Applicants should direct such requests to program staff. Waivers require written approval by the Director of the NCRR Division of Biomedical Technology. Applicants must include this approval letter in their application following the budget justification. In applications where the budget request exceeds the ceilings, scientific reasons for exceeding the ceilings must be provided in the application. A waiver must be requested at least six weeks in advance of submission of the application. Applications exceeding these ceilings ($700,000 in direct costs per budget period and/or $500,000 total in equipment for the duration of the requested award) will not be reviewed if approval from the Director of the NCRR Division of Biomedical Technology has not been granted prior to submission.
 
Major equipment purchases (more than $500,000 over the course of the project period) often require support from other sources when the BTRC Program is unable to fund the entire request. Plans for such shared funding should be detailed in the application.
