Hi Stephen

Buying Formedium HL5 is cheaper than local producers, it is at least 10 
times cheaper
you can get 6 kg for about $350-$450 (depending on the mix)

Getting permit is not a problem but it takes time, we submitted it in 
Sep, 2009 and until now we have not got it (time taken by USDA is 
workload dependent).
But procedure is easy all we have to do is submit a Vs-16 form to USDA 
and i think we should pay about $138 fee (one time).
